Big news: the South Dakota Public Utilities Commission is scheduled to vote whether to approve or deny the Keystone XL pipeline on February 18. Their meeting begins at 2:30 pm in room 413 of the Capitol Building in Pierre.

The votes is on the agenda the PUC sent out this morning. Here’s the important paragraph:

“TODAY [Feb. 18], shall the Commission grant, deny, or grant with conditions, a permit to Keystone XL for construction of the project pursuant to SDCL 49-41B-24? OR how shall the Commission proceed?”

This raises a question. Will Commissioners Hanson, Johnson, and Kolbeck decide whether to approve the pipeline before the first draft of the environmental impact statement for the pipeline is even published?
