NY Times: Pipeline Operators Lack Oversight

From the I Swear There’s an Echo in Here Department, the New York Times reports that the Pipeline and Hazardous Materials Safety Administration is chronically understaffed and leaves pipeline operators to oversee themselves.  The result is:

an agency that rarely levies fines and is not active enough in policing the aging labyrinth of pipelines, which has suffered thousands of significant hazardous liquid spills over the past two decades.
